Fred Hampton a des discours de nature incendiaire, en particulier dans les exhortations envers la brutalité policière soutenue contre la communauté noire, un cercle vicieux manipulé par l'unité de contre-espionnage sous les directives de J.Edgar Hoover ( Martin Sheen). Celui-ci juge alarmiste l'autodétermination de la communauté noire notamment leur démonstration de force qui est pour Hoover une menace «la plus grande menace à notre sécurité nationale»
